Improved error messaging for proctored exams with SDK

Sometimes, a learner tries to start a proctored test, but this may be impossible for various reasons:

• There's no available proctors
• It's not the exam time yet
• There are problems with token generation in LMS
• There are technical issues related to the unavailability of the proctoring server or other

Now all these cases are handled by the Proctor SDK, and the learner receives a clear and understandable error message.
